Little League International now prohibits composite bats
|
WILLIAMSPORT, Penn. — A moratorium on the use of composite bats in the Junior, Senior and Big League Baseball Divisions of
Little League was enacted in late August by the Little League International Board of Directors, effective immediately. The
moratorium shall be in effect until further notice by Little League International.
The moratorium covers all games and practices only in the three divisions referenced above. It closely follows a similar moratorium
approved in July 2010 by the National Federation of High School Associations (NFHS), based on a recommendation from its
Baseball Rules Committee. The NFHS Board enacted a rule to prohibit the use of composite bats until they can produce
consistent compliance with the standards through the life of the bat.
Waivers of the moratorium may be considered by Little League International in certain circumstances. For 2011, a manufacturer
may apply for a waiver of the moratorium for a particular model of composite bat if all of the requirements for a waiver, as
established by Little League International, are satisfied. Composite bats that are certified by an approved independent testing
laboratory as meeting the current Ball Exit Speed Ratio (BESR), and the Accelerated Break-In (ABI) procedure, will be eligible for
the waiver in 2011. Little League International will provide a list of bat models, if any, that receive waivers of the moratorium.
Not covered under the Little League moratorium are wood bats, metal bats, or bats that have composite materials in the handle
only. A composite bat is one that has a metal shell, but a woven composite of fibers on the inside of the barrel portion of the bat.
Currently, the moratorium on composite bats does not apply to the Little League Baseball (Majors) Division and below, nor does it
apply to any division of softball. Little League International, in consultation with independent experts, anticipates being able to
provide local league constituents clear direction regarding composite bats in the Little League Baseball (Majors) 12-and-under
divisions, prior to the start of the 2011 season.
What exactly is the Annual Meeting of the Members?

SOUTHBRIDGE — There are always questions and often confusion as to what the Annual Meeting of the Members is, or what
exactly is entailed. We hope to outline the basics here to make it clear for any and all individuals who may be interested.
The Annual Meeting of the Members, often referred to as the little league elections, is mandated by the league's Constitution. The
meeting's purpose, the Constitution states, is "electing new Members, electing the Board of Directors, receiving reports, reviewing
the Constitution, appointing committees, and for the transaction of such business as may properly come before the meeting."
Largely, in the case of the Southbridge Little League, the league president is to report on the condition of the league, the
treasurer provides a general summary of the league's financial records and transactions for the year.
At the Annual Meeting, the league's membership votes on how many individuals will be elected to the Board of Directors, with a
minimum of six positions (President, Vice President, Treasurer, Secretary, Player Agent, Safety Officer) being Constitutionally-
mandated. This vote is to determine the size of the next Board of Directors, not the makeup of the Board. Once the size of the
Board of Directors is established, the membership elects the next Board of Directors. The Southbridge Little League has
historically done so by ballot. Once the Board of Directors is elected by the membership, the Board of Directors meets and elects
its officers. The outgoing Board of Directors' term ends once the new Board's officers have been elected.
To be eligible to vote during the Annual Meeting of the Members, you must be one of the following:
- The parent/legal guardian of a Southbridge Little League player
- A manager of coach
- A league official
- A league umpire
- A recognized league-appointed volunteer
Per the league's Constitution, the option for an absentee ballot is available for any individual who may not be able to attend to the
Annual Meeting of the Members. The Constitution calls for an absentee ballot to be requested from and obtained from the league
secretary, though that position is currently vacant in the Southbridge Little League; as such, the duty falls to the president. The
absentee ballot "shall be properly completed, signed and returned in a sealed envelope ... prior to the date of the election."

SOUTHBRIDGE — In accordance with the league's Constitution, the Annual Meeting of the Members (a.k.a. The Elections) will be
held on Saturday, September 18 at 10 a.m. in the community room of the Southbridge Police Department.
This meeting is open to all with each parent, coach, umpire and league volunteer/official having a vote on the candidates for the
next Board of Directors.
